The work carried out by the ISTRM includes:

- Conducting public consultations and obtaining relevant recommendations and concerns with regard to the proposed CTUR Bill;
- Analysis of reports by the past commissions and/or mechanisms, to identify any shortcomings and to make recommendations that can be implemented by the proposed CTUR ;
- Studying relevant legislations and reports of other jurisdictions to develop a report on lessons learnt and best-practices for the proposed CTUR;
- Developing a formal and unifying national narrative on building truth, unity and reconciliation in Sri Lanka;
- Drafting Procedures and Guidelines for the consideration of the CTUR ;
- Engaging with stakeholders for consensus building on the proposed CTUR;
- Engaging with local and international partners for technical expertise and support;
- Developing content and/or carrying out media campaigns for public awareness;
- Developing a robust case management system to maintain and track case records once the proposed CTUR is formally established.
